ssl_starttls unknown variable

the man page for muttrc indicates
  set ssl_starttls=yes

I do not have it set in ~/.muttrc as checking inside mutt,
  :set ?ssl_starttls

  shows	  ssl_starttls=yes

and the man page:
  ssl_starttls
  Type: quadoption
  Default: yes
  
defaults to on/yes
