Something like $fcc_order or $fcc_before_send is possible, but with the 
caveat that, pre-send, the message would be saved exactly as sent.  That 
is, $fcc_clear and $fcc_attach would be ignored.

Mutt now defaults $pgp_self_encrypt, so if $pgp_default_key is set an 
encrypted message would still be readable.

Would that be an acceptable alternative?
