No it's not.  I understand your frustration, but the code here is pretty 
well trodden.  I fixed a date parsing issue recently (for 1.11.2) but 
that wouldn't affect the gpgme code.

If it's occurring in both gpgme and classic gpg, then it's much more 
likely something is goofy either with your keys or with something you 
are doing.

What's the output of:
gpg --no-verbose --batch --quiet --with-colons --with-fingerprint --with-fingerprint --list-keys <keyid>

Try using the debug flag '-d 5' and checking in ~/.muttdebug0?  See what 
the parts around "parse_pub_line" say.

Is this occurring in all cases, or just for this key?

Do you have any customizations in .gnupg/gpg.conf?  How exactly did you 
"start over"?
