Continually asked "Enter keyID"

Hi all.
Hi all.
I am trying to setup mutt to encrypt outgoing emails. Whenever I select "encrypt", I am asked to enter the keyID. But no matter what I put in, it asks me again.
I have copy/pasted the ID, prefixed it with 0x, used the 32-bit value, etc, but nothing seems to work. I should add, the address I am sending to is in my local keystore (my terminology may be wrong, but it is listed when I run gpg --list-keys).
What am I doing wrong? My ~/.muttrc is below with some bits removed. My "mutt -v" follows that.
