Hello Helge, and welcome!

The translation process here relies on the judgment of each translator. 
Olaf has done the de.po translation for 3-4 years, so his advice would 
be most useful.  Other translators may have more feedback, but I can 
only answer #4:

Yes, this is a great place to send updates.  Just gzip the de.po file, 
or attach a patch file if you are comfortable with that.

No, but sometimes users will submit a patch for a typo fix.  I generally 
just apply those, but each translator has the final word in the event of 
controversy.
