If I understand your question corretly, then the translators always send the
whole PO file. How they obtain the old PO file version before starting
translating is up to them. They can download it from TP, or use their local
previous copy. If you ask how they can combine the old and new files, then GNU
gettext provides msgmerge tool for that. I think that TP actually offers the
merged catalog automatically.
