Upcoming freeze for 1.13 release

Hello Translator Team,

The freeze date for the 1.13.0 release is next Friday, November 15th. 
On that day I will email the mutt.pot file to this list.

I plan on releasing two weeks after that: the weekend of November 
29th-December 1st, so if you could have your updates done by then, that 
would be great.

This release will take place from the 'master' branch in git.  If you 
have any questions or problems, please feel free to email me or this 
list.
