Ukraine translation merge request?

There is a merge request on gitlab to "Add Russian (Ukraine) 
translation". <https://gitlab.com/muttmua/mutt/merge_requests/51>

I thought this was covered by uk.po and ru.po files that Vsevolod Volkov 
actively maintains, but admit to being ignorant of the distinctions.

Vsevolod would you mind commenting about the merge request?  Is this a
new translation?
